 Who we are

The People Division works in partnership to deliver strategic and operational workforce services that enable organisational capability. This includes integrity; conduct; fraud and corruption; performance management; rehabilitation management; recruitment; learning and development; inclusion and diversity; workforce planning and analytics; workplace relations; people support; culture and change; and workplace health and safety.  

The Safety, Antarctic & Parks Branch has several key responsibilities:

•       Strategic People Partner support - work in partnership with the Executive team within the Australian Antarctic Division and Parks Australia to provide Strategic People Partner services to develop and deliver a suite of strategic HR strategies which are aligned to both their transformational plans and the department’s broader strategy and HR framework.

•       Health, Safety and Wellbeing (HSW) for all of DAWE - develop and implement the department’s HSW strategic plan aimed at building a positive safety culture across the department, while ensuring that we meet our HSW obligations and provide a safe place of work for all our people to thrive. 

 

 The Job

The department currently has several exciting new roles as part of our approach to continuing to mature HSW. Each role is joining a large and dynamic HSW function who are passionate about safety and who support a diverse department with a unique risk profile. You will inspire a sense of purpose and direction within your team to align their work with the department’s HSW strategies, initiatives and systems.   The roles on offer are:

EL1 - HSW Assistant Director Strategy – Position # 100830 As the HSW Assistant Director Strategy, you will report to the HSW Strategy and Performance Director, operating in the HSW hub.  

You will be responsible for, but not limited to:

•       delivering and supporting initiatives outlined in the department’s Mental Health and Wellbeing Strategy 2021-2024 and its supporting action plan

•       monitoring health and wellbeing initiatives to ensure they support our people to thrive and remain fit-for-purpose

•       overseeing the management of the department’s Employee Assistance Program

•       overseeing the delivery of the department’s WHS Strategic Plan 2021-2024.   For success in this role, you will have proven and significant expertise in delivering contemporary HSW strategies, and mental health and wellbeing initiatives for a large organisation.  

EL1 – HSW Assistant Director Systems & Governance – Position # 121976 As the HSW Assistant Director Systems & Governance, you will report to the HSW Systems and Governance Director, operating in the HSW hub.  

You will be responsible for, but not limited to:

•       designing, implementing and managing the department’s enterprise wide HSW Management System

•       managing the department’s HSW Information System

•       overseeing the management of corporate roles, including First Aid Officers, Health and Safety Representatives and Workplace Contact Officers

•       leading initiatives under the WHS Strategic Plan 2021-2024.   For success in this role, you will have proven experience in designing and implementing an enterprise HSW Management System and user centric solutions for a large and complex organisation  

EL1 – HSW Assistant Director Risk Management – Position #104928 As the HSW Assistant Director Risk Management, you will report to the HSW Systems and Governance Director, operating in the HSW hub.  

You will be responsible for, but not limited to:

•       leading the validation and management of the department’s critical (fatal) HSW risk profile and proactively working with stakeholders to mature our risk approach (leading the current Critical (fatal) WHS Risk Project)

•       establishing and maintaining the HSW Technical Support team, comprised of targeted external technical specialists to inform our HSW program

•       effectively designing and implementing controls to enable better risk and compliance outcomes •       monitoring and reporting of HSW risks across DAWE

•       developing the enterprise HSW framework and supporting standards for the department’s diverse HSW risk profile

•       providing oversight of contractor and vendor management

•       leading/supporting the department’s response to the COVID-19 pandemic.   For success in this role, you will have proven and significant operational risk expertise and a deep knowledge of control testing methodologies across key business processes.

Please note that this recruitment process is advertised as both an ongoing and non-ongoing position. If an offer of non-ongoing employment is made, the successful applicant would be employed for an initial period of 12 months with the possibility of extension up to a maximum period of 3 years in total. Should the position become ongoing then the merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may be used to fill the vacancy on an ongoing basis.   

What we are looking for Knowledge and experience Mandatory

•       Working knowledge and understanding of the Work Health Safety Act 2011 (Cth), Work Health and Safety Regulations 2011 (Cth), Work Health Safety Codes of Practice, and relevant Australian Standards, and their application in a complex operational environment.

•       At least 5-7 years’ experience in a comparable role, with experience leading others.

Highly desirable

•       Experience working with Indigenous Australian employees and within Indigenous communities (mandatory for the HSW Manager Environment & Heritage role.)

•       Experience in promoting advances in safety culture and safety systems.

•       Think strategically, applying problem solving and decision-making skills to resolve complex issues involving multiple stakeholders.

•       A good understanding of WHS technical / risk management concepts (mandatory for the HSW Assistant Director Risk Management role.)

Desirable

•       Experience working in remote and isolated locations.  

Skills and capabilities

You will have the ability to:

•       function autonomously, working in collaboration with other Assistant Directors/HSW Managers to delivering quality outcomes

•       lead a team of diverse skillsets and backgrounds, coach, and mentor employees, undertake performance management, conflict resolution, and identification of training needs

•       manage teams and timelines effectively to meet objectives and goals

•       communicate efficiently and effectively about HSW risks, frameworks, policies, and procedures to employees of diverse skillsets, language and cultural backgrounds

•       manage stakeholders and building and maintain effective workplace relationships

•       adapt and work flexibly and effectively in times of uncertainty or major change

•       influence, negotiate and provide trusted advice on HSW operations, systems and processes

•       communicate HSW performance data upwards and downwards, identifying trends and providing insights for a range of audiences

•       understand and communicate priorities, monitor progress, anticipate potential changes and drive delivery of HSW programs

•       identify innovative HSW solutions and support their implementation

•       consider a diverse range of stakeholder needs, accounting for the broad range of operational and cultural contexts in which the department and its people operate with sensitivity and appropriate care

•       apply professional judgement in potentially ambiguous circumstances, exercising a significant degree of independence while factoring in critical risks

•       develop and maintain key strategic relationships to ensure HSW objectives are achieved

•       foster a mindset of continuous improvement within yourself and those you lead, undertaking professional development and training as needed.
