Full job description

The Role

This position will assist the Deputy Director Business Intelligence in:

  • Developing, maintaining and continuously improving risk based surveillance assurance activities and surveillance policy pertinent to second line of defence Materiel Seaworthiness Assurance.
  • Reviewing Navy policy to identify and rectify inadequacies, deficiencies or inconsistencies in relation to materiel seaworthiness outcomes.
  • Providing second line of defence material assurance over transitioning capabilities.
  • Analysing materiel seaworthiness system performance to detect areas of potential risk, and work with materiel assurance teams to identify root causes and to instigate remediation action.
  • Drafting Publication Improvement Report and Reply (PIRR) documentation and engaging with a diverse range of stakeholders to achieve effective materiel seaworthiness policy.
  • Tracking all changes in published Materiel Seaworthiness Policy to ensure assurance activities conducted by the Naval Materiel Seaworthiness Assurance Agency (NMSwAA) officers remain relevant and appropriate.

The role requires the occupant to undertake the following responsibilities:

  • Contribute to the development and implementation of policy within Naval engineering Branch (NEB) as it relates to materiel seaworthiness surveillance and assurance.
  • Assess Navy’s policy to ensure it effectively drives the delivery of materiel seaworthy outcomes, assess its uptake across the Naval Enterprise and instigate actions to address deficiencies.
  • Monitor activities and performance against Navy policy and standards to inform policy changes or new policy.
  • Work collaboratively stakeholders made up of Commonwealth, ADF and industry support personnel.

About our Team

NMSwAA provides the Chief of Navy with justified confidence that Navy’s maritime platforms are materially seaworthy and that they can deliver the required capability to government. Navy’s maritime platforms range from ships to submarines to clearance divers and their equipment required to perform their duty. The functions of the team are grouped into four primary roles:

  • Providing second line of Defence materiel seaworthiness assurance.
  • Assessing and monitoring the maritime materiel conformance and risk profile which is informed by data and evidence gathered from the enterprise.
  • Providing expert assurance advice and support.
  • Fostering a culture of continual improvement.

This is an integrated team of both Military and APS employees, with staff currently based in Sydney, Adelaide, Perth and Canberra.

Our Ideal Candidate

We are looking for a manager with a proven ability to assist with reviewing, analysing and applying complex business processes and policy. The candidate is someone who can build relationships and networks relating to all levels of staff.

The APS6 Business Intelligence Manager will be required to engage with all relevant stakeholders to identify expectations and concerns and develop a clear understanding of the issues and solutions to achieve outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development within a small devoted and experienced team environment.

This role requires the occupant to have the following capabilities:

  • Highly developed verbal and written communication skills to logically convey thoughts and ideas.
  • Strong interpersonal skills with the ability to influence key stakeholders in order to achieve effective strategic outcomes.
  • Experience with data analysis techniques.
  • Experience in Navy, engineering, acquisition or sustainment environments desirable.
